Trend 1: Mining regulations and policies are being adjusted or will be revised.
From the perspective of mineral resources management, the state has increased the reform of simplifying administration and delegating power, combining management and management, and optimizing services in the mining field, giving full play to the decisive role of the market in resource allocation and giving better play to the role of the government. 56% of government administrative examination and approval matters were abolished or delegated, and non-administrative licensing matters were completely abolished. More than ten administrative regulations and departmental rules on the management of geology and mineral resources were revised and improved, and the revision of the Mineral Resources Law was initiated. Pilot projects of the reform of the mining right transfer system will be deployed in six provinces (regions), and the implementation of competitive transfer of mining rights will be explored. Promote the reform of the oil and gas system, give full play to the role of the market in competitive links such as oil and gas exploration and exploitation, production and processing, and product pricing, and improve the efficiency of resource allocation. Carry out the reform of the mineral resources royalty system, and establish a new mineral resources royalty system consisting of the proceeds from the transfer of mining rights, the mining right occupancy fee, and the mine geological environment governance and restoration fund.
Trend 2: The structure of geological work will undergo profound changes.
From the perspective of the mineral exploration market, on the one hand, China's economic development base is large, and the rigid demand for energy and resources will still be the current and future "normal"; On the other hand, with the increase of proven reserves of conventional minerals in China, especially in the case of oversupply in the global mineral market and the decline in mineral prices, China can obtain the necessary bulk minerals from the world market, and the investment of state and social capital in conventional mineral exploration will inevitably decrease.
Trend 3: The efficient and clean utilization of coal will become the direction of China's energy revolution.
The status of coal as a basic energy source in China determines its protagonist in China's energy revolution: the direction of China's energy revolution is not "removing coal", but "net coal", that is, clean coal. The development direction of coal is efficient, clean and sustainable development, and the impact of coal mining and utilization on society is minimized, which should be the direction of China's energy future development. For example, in China, in the past, the production of ethylene was made of petroleum as raw material, but now it can be "coal to oil", which is actually "coal instead of oil", that is, using coal to make ethylene. At present, there are about 18 sets of coal-to-olefin plants in the country, with an annual production capacity of 10 million tons of ethylene.
Trend 4: Green development will become the most basic requirement for mines.
Adhering to green development, promoting the construction of ecological civilization with resource conservation, and promoting harmonious coexistence between man and nature have always been the main battlefield of land and resources work. In May 2017, the Ministry of Land and Resources, the Ministry of Finance, the Ministry of Environmental Protection, the AQSIQ, the China Banking Regulatory Commission and the China Securities Regulatory Commission jointly issued the Implementation Opinions on Accelerating the Construction of Green Mines to comprehensively promote the construction of green mines.
Trend 5: Strategic minerals will become the support of emerging strategic industries.
In November 2016, the National Mineral Resources Planning (2016-2020) approved by the State Council listed 24 minerals in the strategic mineral catalogue for the first time. The 24 minerals are: energy minerals, oil, natural gas, shale gas, coal, coalbed methane, uranium; Metal minerals, iron, chromium, copper, aluminum, gold, nickel, tungsten, tin, molybdenum, antimony, cobalt, lithium, rare earths, zirconium; Non-minerals, phosphorus, potassium salts, crystalline graphite, fluorite. With the implementation of the "Made in China 2025" strategy, the adjustment of the manufacturing structure and the continuous upgrading of products, the demand for strategic mineral raw materials such as lithium, rare earths, cobalt, vanadium and titanium in strategic emerging industries will increase. Obviously, the market for strategic minerals in the future should not be underestimated.
Trend 6: The pace of mine digitalization and intelligence will accelerate.
The acceleration of scientific and technological innovation, the cross-integration of new technologies such as big data, the Internet, remote sensing detection and mining, and the development and application of digitalization, intelligent technology and equipment have made the new momentum of mining development increasingly strong, opening up a new field for the transformation and upgrading of the mining industry and realizing innovative development: the digitalization and intelligence of mine mining.
Trend 7: The "three deep" scientific and technological innovation strategy will continue to expand the space for resource development.
At the end of 2016, the Ministry of Land and Resources issued the 13th Five-Year Plan for Scientific and Technological Innovation and Development of Land and Resources, which clearly proposed the comprehensive implementation of the "four-in-one" scientific and technological strategy of deep earth exploration, deep sea exploration, deep space earth observation and land engineering science and technology. This shows that China will speed up the exploration and development of "three deep" minerals.
Trend 8: Chinese multinational mining companies will be active on the world stage.
In the context of globalization and increasingly fierce competition, becoming bigger should not be the ultimate goal of the development of China's mining enterprises, on the basis of being bigger, doing better and stronger, and becoming a world-class large enterprise with global competitiveness, in order to dance well on the global mining stage. It should be pointed out that countries along the "Belt and Road" are rich in mineral resources, strong consumer demand, active investment transactions, and occupy an important share and position in the value chain of the world's mining industry. Taking mining as a leading industry and giving priority to promoting cooperation between China and countries along the Belt and Road in mineral exploration, mining, processing, consumption, mining investment and trading, is of great significance to promoting the healthy development of China's mining industry.
Trend 9: The concept of sharing will run through the entire development of the mining industry.
Sharing is the essential requirement of socialism with Chinese characteristics. We will unswervingly build an inclusive and shared mining industry. Inclusiveness and sharing is the core value of mining development, and it is also an important embodiment of mining's adherence to the people-centered development concept. We must actively implement the project of benefiting the people with resources, improve the distribution mechanism of resource development benefits, further tilt resource benefits to the place of origin, and increase the sense of gain of local people.
Trend 10: Mining culture will be increasingly valued.
Due to the development and utilization of mineral resources, the Chinese nation has created a splendid mining culture and mining civilization in history, such as ceramic culture, bronze culture and iron smelting culture. It is also this kind of mining civilization that promoted the development of China's ancient economy and society, so that Chinese civilization has always stood in the forefront of world civilization, and has made great contributions to the progress of human civilization, becoming one of the four famous ancient civilizations. In the West, the discovery and use of minerals such as coal and iron ore promoted the first "industrial revolution" (industrial revolution) that began with the use of steam engines, and with it, the intensity and depth of mineral resources development were unprecedented. The extensive use of mineral resources (as raw materials and power) has promoted the development of modern geology, mineral deposits and prospecting. In turn, it promotes the exploration and development of mineral resources.
